Paris, Sept. 6. Barthou's lengthy memorandum concerning the Saar problem ad- dressed to the League of Nations Council says that the committee should prior to the plebiscite de- cide certain fundamental "ques- tions that must inevitably arise as soon as voting has taken place. These matters embrace, 1, the aspects of the plebiscite; 2, the future of the coal mines; und 3, that in the event of the whole or part of the Saar territory being united 'n France all inhabitants irrespective of race, religion and language will be equal, before the law to enjoy full protection of life. and liberty and to enjoy the same political and civil rights as all French subjects.
