A supplemental agreement be tween the Canard Steamship Co, Ltd., and the Board of Trade in respect of the insurance of the new Cunarder, No. 531, has been laid од the table of the House of Commons and will be published shortlyi

It was stated in Parliamentary Papers that the agreement had been signed In Recordance with the terms of the Cunard (Insur- ance) Agreement Act, 1930. Under the provisions of the Act, it will come into operation when it has lain on the table for twenty-one days.
"
The Act was passed in order to allow the Government to provide insurance against both construction and marine risks on the new Cunarder to the extent to which the open market was unable to take it up.
According to the principal agree ment appended as a schedule to the Act premiums for construction risks taken over by the Government were fixed at a rate of 1 per cent. for three years, plus an additional per cont. on that rate. It was further agreed that if the vessel should not be delivered or accepted within three years from the laying
of her keel there was to be an addition of Gd. per cent, per month for each month beyond the three-years perfod until delivery
or acceptance.
The contract for construction was signed in December, 1930,
and work was begun in the following month. Work was stopped a year later for a period of over two
years.
The vessel has been insured for total of £4,500,000. Of this amount £2,720,000 was absorbed

by the market and £1,780,000 taken up by the Government,
It has been generally believed that the rate of premium charged In the open market has been exact
ly the same as that charged by the
Government.
The principal agreement laid down the rates of the premiums to be charged for roarine risks, and provided for the insurance of a second rease! on similar terms
