Berlin Aug. 15. Referring to the report that the Fresident of the Saar Government Commission, Knox, 13 intending to recruit foreigners for the Saar Follice force, the "Deutsche Nach- richtenbuero" writes: "The alleged difficulties said to be encountered by the Sant Government in ob- taining recruits for the police from the population of the Saar terri- tory do not exist. There is an ample number of the inhabitants

President Knox of the Governing Commission of the Saar addressed a letter to the League of Nations n Aug. 3, which was published by the League of Nations Secretariat 'on Tuesday.
In this letter, Knox asserts that the situation, in the Saar had grown more acute recently so that the Saar police was unable to maintain order.
