BRITAIN'S AIR FORCE
Programme Of Expansion
London, July 30.
The House of Commons to-night debated the Government's provi- sional programme for increasing, during the next five years, the Royal Air Force by 41 squadrons.
In describing the circumstances
the which led
Government to adopt this course, Mr. Baldwin sald questions' of Imperial Defence and of disarmament had occupied the mind of the. Government for many years past, but never had a survey of these problems been con- ducted under conditions of great- er difficulty and more constant change than in the last twelve months.
The difficulty of working for a Disarmament Convention had been increased not only by the absence of Germany from inter- national coúhsels, but by the fact there had seemed throughout the year little probability of getting Germany in the near future loin once more in these discuss *sions."
to
Uneasiness in Europe. Moreover, there had been events 1 various parts of Europe creat- ing a greater sense of uneasiness than had hitherto been experien- ced. There was a spirit abroad in parts of Europe, which, if it could not be curbed, might
some day make the task on which their thoughts were centred impossible of achievement,
-
It was. In these circumstances that they had seen in the major ity of nations working on this question of disarmament a move towards increasing their arma- ments rather than to decrease them.
The future was uncertain. They could not tell yet whether success would attend the formation of the Eastern Locarno agreement, and this uncertainty must have its reactions on the work at Geneva. "Another factor which must exercise an important influence on the whole question was the success of
otherwise of next year's Naval
Conference.→ British Wireless.

EVENTS To-day
WEDNESDAY, AUGUST 1. Analversaries and Holidays Lammas Day, Twentieth Anniver sary of the Outbreak of the World War. Centenary of the death of. Dr. Robert Morrison, frst Pro-

It will be found that of the 36 cadets who entered in the term, 31 became Lieutenants, 35 cam- manders, 22 captains. 12ear- admirals, and eight attained full admiral's rank.
This is-d-
ing active and relired listak ing only the ranks attained ad held on the active Hst, it we be found that 31, became Reutenants, 21 commanders, 13 captains eight rear-admirals, four vice-adherits, and three admirals.
It has been officially stated by: the Parliamentary Secretary to the Admiralty that only about 40 per cent of the Heutenant-comma ers who present enter on theme of 'promotion can expect to be pro
moted to commander. • In this term of 1874 there were. 58 per cent., hot of those who had resah ed the zone but of all those ar tered. About 50 per cent. of the officers pow passing out of the zone of promotion from command.
captain reach the latter er "to rank. In this term of 1874 61 cent of all those who became com mander went on to the rank 01 captain.
Thus it will be seen that the showing of this 1874 term was very good, even allowing for the fact that what may be called the for- tune of the Service rtin rather in its favour. The members were fleutenants in the early eighties, when the movement for the ex- pansion of the Fleet first started; commanders in the nineties and captains from 1886 onwards. The bulk of them were unaffected by post-War retrenchment.
