It was explained that, owing to the absence of refrigerators in "V" and "W" class destroyers, it was frequently, impossible for the can- teen managers, even with the help of ice-chesta, to maintain supplies of perishable goods to the messes while the vessels were at sea, and that the committee could not ac- cept responsibility for such goods as might be ordered by messes in ex cess of the quantities that could be kept in good condition until con-. sumed. Instructions would be issued to the canteon managers concerned, however, that. before proceeding to sea they should con- sult the mess caterers and lay in such stocks of fresh provisions as could be sold whilst remaining in good condition:
