INDEPENDENCE AT A PRICE
of
Acceptance the Tydings McDuffle measure by the Philippine Legislature starts a people on the 'road to" political. independence. What sort of road it will prove to be is not much less a question under this bill, which President Roosevelt signed than under the Hare-Hawes-Cutting Act signed by President Hoover and rejected by Philippine leaders last October,
The chief difference between the two measures is one which has no bearing on Philippines ability to achieve économie independence, without which political freedom is likely to become "as sounding brasa." The rejected measure pro-" vided for maintenance of naval reservations and fuelling stations and, in adition, maintenance of military posts, after full indepen dence had been granted and until same agreement should be reached Under the measure just accepted. the United States will forego the not impressive privilege of main- taining military posts after ter- mination of the ten-year. com monwealth period."
