Saarbruecken, June 28. The Amnesty Bill proffered by the League of Nations Governing Commission was accepted by all parties in the Thursday session of the Saar Parliament. The general lack of enthusiasm, however, was well expressed by Deputy Martin when, speaking for the "German Front," he asked the Commission to admit that its own draconic laws: had contributed to the unrest of the population, and demanded that the sharp regulations be given up or at least toned down in future-Transocean Kuo Min.

The report. received in the Colony during the week of the success of Mr. George S. Zimmern, who was called to the Bar, Gray's" Inn, this month, is very gratify- ing and within a few months, Mr. back in Zimmern hopes to be Hong Kong. Another local man who proceeded Home to further. his studies was Dr. D. Laing, of whom I hear a very encouraging report.. Dr. Laing came through with flying colours in ophthal motory, thinology and ear throat work in Guy's Hospital, where he is now resident surgeon. Like Mr. Zimmern, Dr. Laing Will be returning to the Colony very
soon.
THE WATER SUPPLY

Thanks to the very heavy rain during the past ten days the Colony is once again served with a full supply of water. In the not distant future, with the completion of the 'Shing Mun Scheme, such a thing as restriction in the mat ter of water supply will probably be unknown. The rain certainly came at the right time this year, us water restrictions in summer are very trying. Those who have had to miss their tennis and bowls because of the state of the weather may not greet the rain with the same delight as the rest of us, brat those who can recall the toilsome days of the water shortage in 1930 are undoubtedly grateful that the
rain came when it did.

It is interesting to read that the number of serious crimes in Hong Kong during 1933 was slightly less than in the preceeding year but that the number of minor offerices have grown considerably. We read that there were in all 5,030 serious cases and 25,550 mìrior caïès. Or
these cases, 25,159 were dealt with at the Magistracy In Hong Kong with two courts altting and 19.925 in Kowloon. As the figures above will show, the proportion of serious cases to minor offences is about one in six. The average number "I cases tried in the Kowloon Court per day (inking due allowances for Sundays and other holidays) works out at about 68, which mears, according to the proportion shown above, 53 minor cases and 11 serious cases. What a day. it mast be for the 'Magistrate, who in addition to his magisterial duties, has to sit as Coroner from time to time!
