HONG KONG'S ECONOMIC

POSITION

During the past week the Press have had contributions from three prominent citizens of Hong Kong namely Mr. F. A. Joseph, Mr. Stanley Dodwell and Sir William Shenton, as well as from the Chinese Chamber of Commerce relative to the economic crisis in Hong Kong. Each of them have expressed their points of view on the present crisis and although they do not agree as to what can. and should be done yet they are unanimous in their opinion, that something has got to be done.

In order not to confuse the issue we maintain that there are two problems, 1, the transit trade of Hong Kong and 2, the trade with-. in Hong Kong. As regards the first we feel convinced that nobody would think of trying to interfere with the transit trade through Hong Kong to Ching. As regards the

second; we think that this should"

be thoroughly exploited to see what can be done. Over the farming problem of the New Territories, Mr. F. A. Joseph earlier in the week went Into considerable ''detalls,

Turning to the industries in the New Territories, one cannot help out think that they should obtain every measure of support that - 19 reasonably possible. Fundamental- ly these industries, however, small, show that there are enterprising men about and these are the very people we wish to encourage.

We were particularly impressed with Mr. Dodwell's view on this matter because it must be remem bered that his firm is a large im- porter amongst other things, of wines, spirits and tobaccos. He has also recently taken part in the local brewery industry and evi- dently he considers that some form of tarif is possible. Again Mr. Dodwell's opinion is important because if we are not mistaken he was at Home during the summer and autumn of 1931 and no doubt is quite "au falt with the many points which were put forward in Great Britain dering that period

for and against tariffs, culminat- ing in the tarifs being put on in September, 1931

We do not for a moment suggest that the problem here in Hona Kong is the same as it was in Great Britain. At the same time it must be remembered that all the Cobdenites at Home were thoroughly shocked and dismayed

We maintain as regards China that Hong Kong has a distinct bargaining point as we import food and goods from there in Hong Kong absolutely free and further- more the employment given to the Chinese in South China by the Colony is very considerable.-

We cannot but think that it might be possible for the Board of Trade at Home to send out one of the Hon. Mr. Runciman's assist- ants to study the question and give Hong Kong the benefit of his valuable experience, as we have no misgivings on the subject that the problem is a difficult one and there .aust be no mistake made.
