One of the measures taken by Mr. Lloyd George for the more vigorous prosecution of, the War was the formation of the Imperial War Cabinet-an inner directing Cabinet, which should not be con- cerned with purely departmental business.

Recently, the Ministerial Dis- armament Committee, which held an importänt meeting yesterday. has come to take on the same sort of directing function as the War Cabinet.

The Committee has. I gather. been entrusted with full Cabinet powers of decision. This distin- gulshes it from. an ordinary Cabinet Committee, whose recom- mendations have to receive the endorsement of a full meeting.
