ON THE QUESTION OF RUBBER RESTRICTION
Export Duty On The Commodity
The Hague, April 13.
It is learned ometally that Hol- and has sent the following pro- posals the British authorities. concerning rubber restrictions:-
"1. That Holland is prepared to order individual restriction on European plantation which 15 tantamount to prohibiting export except by means of individual ex- port certificates;
2. The Dutch East Indies Gov- ernment is prepared to levy ат export duty on native rubber.
On these proposals the Dutch Government expects a direct an- swer from Britain.

London, April 12.
It has now transpired that Mrs. Thomson Hover, the wife of the British Consul-General in the old city of Kashgar, Chinese Eastern Turkestan, was shot in the lung during the attack on the Con- sulate on February 14.
It is disclosed
that an attack was launched by tribesmen and repulsed by the Consulate guard but during the night the building was steadily sniped. It was dur ing this period that most of the
