ON LONDON —
The main feature of the proposal is that the Central Bank of China should be authorized to issue gold bank-notes which may be used as legal tender in ordinary commer- cial transactions. The face value of the proposed gold notes is, to be one-fourth of the Customs 'Gold Unit. Any private individual may articles present gold bullion or made of gold to the bank 'In ex- notes, for change for the gold which no fees are to be charged.
