STUDY GROUP

Engineers and scientific men examining, as they have been bound to do, the econodile conditions un- der which the world has been suf fering during the past few years and viewing, in the critical spirit engendered by the effect of those conditions on their own well-being, the position of trade and commerce generally, have not unnaturally been led to wonder whether a solution could not be achieved by attacking the problem along lines with, which they themselves are familiar. This attitude has per- hups been strengthened by the suggestion that technical progress along present lines may have been a contributory cause to the disor-. ganisation, and that as they are in measure responsible for that progress it is their duty to tackle the conditions which they have treated. Further it is evident that the basic causes of the trouble have" not yet been isolated from subsid- iary antl associated effects and the application of arientific methods to economie and social problems has been sadly lacking. It is these facts, we are interested to learn, which have stimulated a group of mechanical, electrical, civil chemical engineers to meet and ex- change views, collect data and Merchants were quoted at 1283 investigate the problem. In a note on its periodical re- turns relating to employment, and unemployment, the weekly organ of the International Labour Office at Geneva says that for the third consecutive quarter it is possible to observe an improvement in the situation; the improvement is, moreover, on the whole, marked than it was three months ago. A comparison of the present situatice with that of a year ago, which eliminates seasonal move- ments, indicates that there bas been a diminution of recorded unemployment in Australia, Bel- gium, Canada, Chile, Danzig, Denmark, Estonia, Finland, Ger- many, Hungary, the Irish Free State, Italy, Japan, Latvia, Neth erlands, Portugal, Roumanía, Saar Territory, the United Kingdom, the United States and Yugoslavia. In most cases the diminution has "been considerable but in some cases, such as the Netherlands and Yugoslavia, it is amali. In a number of countries for which an index of employment is available, it confirmy the improvement shown by the figures of unemployment, In the United States, for instance, the increased employment is very markgl. The index of employment has also risen in Great Britain, Canada, Japan, and Italy. On the other hand, unemployment has increased in Bulgaria, Czechoslo vakia, Norway. New Zealand, Palestine and Poland.

It is impossible to, tell whether dullness and minor irregularity will take the place of the sharp decline in volume. The market remained inconclusive, with no plain indications of what to expect in the immediate future.

Wheat: Duil and easier in sympathy with stocks. Private crops re- ports show little improvement but the estimates of farm reserves are bullish.

Cotton: The market was a comparatively narrow affair, with interest moderate. The resistance to selling appears to be encouraging more con- fidence in the prevailing price levels on the part of the Trade and specula- tive interest.
