THE PIRACY PROBLEM
China is the only country in the world to-day off whose coasts piracy on the high seas is still a not infrequent occurrence. But piratical outrages on sea-going steamers, have not been so numerous during the past couple of years as they used to be. though the piracy of junks and other small craft at harbour and river entrances is still a common occurrence.
