International Reactions

Taken by itself the fixing of an upper limit for. the gold value of the dollar would have no more ex- ternal significance than the fixing of the lower ruit, but the Pre- sident's statement that he proposes to establish an Exchange Fund of 82.000.000.000 (2400,000,000) to be used for the purchase and sale of gold invests his action with can- siderable international importance. Only one change has been made since December 1 in the American domestic price of gold, which has remained for some weeks at 834.- be an ounce. It has been left un- changed it this figure because it was ineffective in the world már- ket; for instance, the equivalent sterling value of the dollár at that price on Saturday would have been about $5,34 instead of $5.094. The fact that to-day the American price for gold is to be raised to 834- 45 an ounce (against a par price of $20.67) indicates that the Amer- ican Government. Intends to make the 60 per cent..gold dollar effec- tive in the exchange, makket if possible. The New York-Paris rate on Saturday was 16.261, to the dol- lar, and this would have to fall to about 15.261, for the dollar to be successfully depreciated to 60, per cent.
