To meet immediate needs, It is proposed to establish a joint organisation to undertake the repair of wagons. The facilities that such efforts, properly con- ducted, should produce, it is thought, should result in the resumption of full production by the mines and effective utilisa- tion of capital and labour. THROUGH TRAIN TO HANKOW

New Service Inaugurated ́At North Railway Station

With the departure of the Shang- hai-Peking train at midnight last night, through train traffic between Shanghai and Hankow was inau- gurated by the Ministry of Rail- ways. All passengers are required- to change trains at Hsuchow from where they will travel on the Lung- bai line and then turn to the Ping- han line to go straight to Hankow. According to present arraDGE- ments, it will take about five days to travel from Shanghai to Han- kow, the cost being $70.95 for each passenger travelling first class. The through train leaves both sides once daily.

The assets of the "Toyo Seitetsu and the Osaka Seitetsu are esti- mated at Y13,881,000 and Y4.837,- 000, respectively. so that their participation will bring up the capital of the merger company. lo Y261.658,000,

It is expected that the new Company will appoint the Mitsui Bussan, the Mitsubishi Shoji, the Iwai Shoten and the Ataka Sho- kal its authorised distributors. These firms are dealers for the Yawata Ironworks at present. All authorised dealers of private companies, including the Kishi-, moto Shoten, the Tsuda Katsu- goro Shoten and the Yamamoto Tosuke Shoten, are to establish a ¥1,000,000 Company" conjointly, to become an authorised dealer of the new company.

Showa Works and the Fenkihu

Steady progress is being made in the negotiations between, the Showa Steel Works, a subsidiary of the S.MR: Company, and the Peakinu Iron Works, of the Okura Arm, for amalgamation. Through the good offices of General Yoshi- da, adviser of the Kwantung Garrison. Admiral Godo, prest- dent of the Showa Works, and Mr. Chokyuro Kadono, of the Okura firm, have met several times recently. It is said that. agreement has already been reach ed in regard to the fundamental question, and if so, a merger is only a matter of time.

The Showa Steel Works will have an output of 480,000 toris, while the capacity of the Fenkihu Foundry is a little over 100,000

In the event of the two companies amalgamating. there- fore, the new Company will be the second largest in the Orient, next to the Japan Iron Manufacturing Company.

In the meantime, the Manage- ment of the Showa Steel Works Is hurrying completion of its foundry and finishing mills, and it is hoped that the Company will be able to place its product on the market in April next year, Its plan is to manufacture 130,000. tons of sheet bars, 70,000 tons of ...rails, 33,000 tons of small shapes and, 30,000 tons of sheets, or 463,- 000 tons in total.

The Showa Works will export 74,000 tons of billets and 126,000 tons of sheet bars to Japan, but will market the rest in Manch- urla It will cost Y80,000,000 to complete its works, "and in order to cover part of this expenditure, the management is going to make a call on its unpaid capital

Reinforced Concrete Building Code

The Reinforced Concrete Struc-" tures Committee of the Bullding Research Board last week pub-' lished their recommendations for a code of practice for the use of reinforced concrete in buil dings. The committee have given" special consideration to the stresses that should be permitted for concrete.. They have been impressed with the great im- provement in cements and aggre- gates, and have come to the definite conclusion that industry has at this time reached a stage In development when advantage should be given to the engineer who is prepared to spend time and money in producing consis- tently controlled concrete. In other words, the day has passed when one stress only should be permitted for a mix regardless of the "care exercised and the general level of strength achiev ed. With this in mind the com- mittee have proposed three grades of concrete.

Ordinary Grade The first grade, designated "ordinary" grade, is intended for use in cases where rigid control is not exercised and where con siderations of economy or con- venlence are such that it be- comes Impracticable to insist on tests.

The stresses are regarded as conservative and representa- tive of present practices under such conditions. The second, or "high,"

grade calls for prelt- minary tests, for greater control during the programme of tests on the deposited concrete. The stresses for this class of concrete represent present practice in certain works in this country. and the committee are satisfied that no dificulty is likely to arise in producing the strengths demanded. The upper limit of the stresses approximates to that allowed by the Ministry of Transport for use in bridges.

The third, or special." grade calls for an even greater exer- cise of control and of testing. For this grade the procedure, although common abroad. Is new to practice in this country in that the actual predetermined ..strength of the concrete forms the basis for the permissible stresses. While the ratios be tween the works test require- ments and the permissible stresses have been maintained at the same values Els for the other grades, a wider margin has been allowed between the predeter- strength and the works in order to allow for uncontrolled.

any factors still In the case of columna where bending is important the increase in permissible' stresses is. how- "ever, more apparent than real, since the methods of calculation involve allowance for the bending whereas in the past such allowan- ces were not normally required. Steel and Permissible Stresses The committee consider that stresses in steel should be limited by two factors-the factor of safety on the yield point of the steel and the extent of the crack- ing that is likely to occur on the tension side of a member th bending. In the opinion of the committee, an adequate factor of safety will be assured by making the permissible stress approximately 0.45 of the yield- point stress. It ig considered that ordinary mild steel to Bri- tish Standard Specification No. 15 may be.. safely stressed to 18.000 lb. per square inch. The extent of the cracking should in general not go beyond that ex- perienced with a steel stress of of 20.000 lb. per square inch, and it has therefore been dermed consistent to specify a yield- point requirement of 44,000 lb.

Cracking due to bending is not so noticeable with low per- centages of steel, since the con- crete contributes a greater pro- portionate tensile resistance than. with high percentages of steel. This is more marked in sold slabs than in T beams or other members of reduced concrete sections in the tension zone. On. these considerations the tensile stress in hard-drawn steel wire and other approved steel of high yield paint has been increased to. a limit of 0.45 of the yield-point: stress, but not more than 25,000 18. per square inch, when the "percentage of tensile steel is less than one. Some consideration has also been given to the ques- tion of including separate clauses: for deformed bars, but it has been decided that these are best covered by the general claims for special materials and methods of construction

subject to bending general assumptions in the form used at present the committee have given close, attention to: the effects of both shrinkage and creep of concrete under load. They conclude that the theory as at present employed, although not presenting a true picture of the stress condition in reinforced. concrete members, will provide. an adequate factor of safety. The modular ratios recommended. are somewhat higher than the true values. and have been selected so that, when used in conjunction with the tabulated stresses, they will provide an adequate factor of safety. At the same time the fact that the modular" rátios are higher than the actual values is a recognition of the ability of concrete to adjust itself to stress conditions" by means of creep.

It has not been thought-neces- sary to include any requirement, for stress calculation after large amounts of creep have taken. place in sections subject to ben- ding, since creep results in a decrease in concrete stress and...

Thus.

in only comparatively small in creases in tensile stresses in the steel, the ultimate, load-carrying capacity of a member remaining practically unaffected. The effect of creep or flow of concrete under load is always to transfer load from the concrete to the steel, and modifications have been adopted which, in effect, allow for that transfer. whereas formerly the steel in axially loaded columns was stressed to 9,000 lb. per square inch, stresses up to 15,000 lb. per square inch are permitted.

Simplified methods of calcula- ting bending moments are also permitted. The committee re- commend that two conditions of loading only shall be con- sidered. These conditions ap- poximate sufficiently closely to the worst conditions for all practical purposes. Moreover, certain reductions are allowed where practical". dificulties of concrete consolidation are likely to arise, provided that sections elsewhere are appropriately. strengthened.' Values for the bending moments in slabs- span- ning in two directions at right angles have been derived by con- sidering them as perfectly elastic thin plates. This is in accor- dance with the best modern practice.

A prefatory note to the report of the committee, by Dr. R. E Stradling, Director of Building Résearch, mentions that the Building Research Station has had the opportunity, in connec- tion with other work, of carrying.
