GRAVE SITUATION. ALONG
KWANGTUNG BORDER
The position in Canton appears to be that arrange.. ments have been made that Canton (representing the South-West Council) will remain neutral at present as it does not appear clear which side. Kwangsi will take.
In general, the member of the South West Council do not oppose the Kuomintang (which is Nanking) while the New People's Government in Fukien do..
Li Chai Hsin, formerly chairman of the Lian. Kwang Provinces is now chairman of the New Govern. ment and is trying to win over Kwangsi who are at pre- sent sitting on the fence. In the event of his being successful Kwangtung becomes isolated in the South.
Another reason why Kwangtung does not join hands with Fukien is because Canton would probably be used as the capital of the New People's Government and Chan Chai Tong, commander of the First Group Army and at present supreme head of the South West Council, will be driven out.
ני
It will be seen that the situation is very involved and there is danger of a civil war in the South. All the heads of the New Government (including the 19th Route "Army) are very anxious to get back to Canton,
