Sir John Simon opening the dis armament debata, described the situa tion as undoubtedly serious, but sal there was to justification for the de plorably exaggerated and excited language used about it by some people. As for the position and action of the British Government, he maintained their whole devotion and effort in the cause of disarmament had been con- sistent and sincere.
Having remarked that there was nothing in the proceedings of the Disarmament, Bureau on October 14 which could justify the shock tactica Germany had then adopted, the Foreign Secretary aid the conference had been in danger of losing its way when last March it was given a now and definite direction by the produc tion of the British draft convention, the contents of which had been select- ed to suggest the probable greatest measure of attainable general consent.

Germany's Mind Coining to the question of how this affected Germany, Sir John warmly agreed it was necessary to try and see the inside mind of Germany, and to understand why the German people. had exhibited this vehement resent- ment.

While it was quite untrue to say that Ger- many's disarmament under the peace treaties was conditional upon the prompt achievement of general dis- armament by the others, it was clear on the face of the treaty, and in M. Clemenceau's letter, that Germany' disarmament was contemplated as the first step towards general disarma ment
Britain-sets Example Britain, declared Sir John had set an example and led the way in reducing her own armaments, to the lowest point by unilateral action. No doubt, it was difficult for a great people, with proud traditions in the past, who sincerely felt that" the remedy for their grievances, was over- due, to be patient, but it would be a gross injustice to Britain to forget all she had done, to promote good re- lations in Europe, after the war, hy obliterating the distinctions between victor and vanquished.
