Ascendancy Theory Rejected

MINISTERS STATEMENT AT GENEVA.

GENEVA.

A clear indication of the British attitude towards, Jewish persecution in Germany was given here ata public session of the League of Nations by Mr. Ormsby-Gore, Britain's First Co- missioner of Works..

At the previous.meeting of the com. mission Herr von Keller (Germany) had declared that the Jewish problem could not be regarded as a minorities question.

Mr. Ormsby Gore, rejected, the iden of a State based on racial homogeneity. The British Empire was held together

by equality of status. No one was de barred from high office by reasod of race, colour, or creed. He added:

Ever since neolithic times there has been infiltration into Britain of various races and strains from all over the world, and inside our own unit of Great Britain we have three quite. conscious nationalities-English, Scot- ch, and Welsh-anch was again divid ed into many races-the dark-haired Welshman, the red-haired Welshman, the Fiet and the Scot. This Aryan doctrine and the doctrine of homo- geneity quite frankly cannot apply to the British Empire.

The Empire : Cement

race

"If we were to substitute for our present conception of the British Em pire this conception of the ascendancy of one element in it-1 preauine it would be Scotch-quite ra akly it would be the end.

tary system whereby minorities can be heard and can bring their case to s Government and in a free Press. Par liamentary institutions are the cement of the British Empire.

"If the racialism of the Aryan German is emphasised, it must be admitted that the Jew has a racial identity, and is bound by those same ties of blood, and kinship, and history to all Jows of the world.

"I say definitely that there is among the Jews a sense of their historical con tinuity throughout their dispersal and that they do form a racial minor. ity which deserves the same treatment everywhere as all other minorities in all countries.

What is that treatment? Above all eqcal rights of citizenship as loyal citizens of the nation to which they have been attached. Wherever the Jews have been well and liberally treated they have been-the-most-loyal- and helpful members of the nation.
