He was associated with the whole scholastic and public life of Surrey and was closely connect ed with the City-Reuter.
Educated at University College London, Sir Philip graduated with first-class honours in Arts and Science. He was lecturer in Ap- plied Mathematics, and examiner to various institutions.
From 1880 to 1883 he was or- ganising Director and Secretary of the City and Guilds of the London Institute, and Superinten- dent and Secretary of the In- stitute's department of Technology from 1888 to 1915. "
