MANILA, Aug. 18. After three days of spirited debate in a caucus of the Independencia Party members of the Insular House of Re- presentatives and Senate it was decided to-day to conduct a plebiscite on the Hawes-Cutting Independence Bill which grants freedom to the Philippine Islands after a ten-year probationary

period.

It was also the opinion of most leaders that women should vote in the

plebiscite and women's suffrage may be granted before it takes place.

No date was set for the plebiscite but the recommendation of the caucus will

go to the floor of the Philippines Legis Isture where early approval is predicted?

The Full Court of Appeal, consisting of Mr. Justice Lindsell and Mr. Justice P. Jacka sat yesterday to bear an appeal against a decision of the Chief Justice, Mr. J. R. Wood, given in Chambers.

The plaintiff Wong Tong, c/o Ng Wah Trust and Industrial Bank, of 94, Wing Lok Street, appealed against a judgment in favour of Keller, Kern, and Co., Ltd., of 17/19, Connaught Road Central, in a claim based on a Promissory Nots. The note was signed by Wong Tong as guarantor for an amount of 95,103.36.

Mr. H. G. Sheldon, instructed by Messrs. Russ and Co., represented plaintiff and Mr. Elden Potter, KC, instructed by Messrs. Wilkinson and Grist appeared for defendant.

Mr. Sheldon said that the original claim was against his client as a guarantor of a Promissory Note dated February 8, 1933, made by the Chung
