Sir Joseph Bhore is a member of the Governor-General's Execu- tive Council He has held numer ous high posts in the Government of India. From 1930 to 1932 he was in charge of the Department of Industry and Labour and since then has been head of the Commercial and Railway Department.

Sir Frank Noyce succceded Bir Joseph Bhore in the Department of Industry, and Labour in 1982, He has been closely connected with the Indian cloth trade, being Con troller of Cotton Cloth in 1918. THE renunciation by the United States of the Monroe Doctrine was the startling suggestion made by Senator Key Pittman upon his return to America from the World Economic Conference to-day.

He declared that the Monroe Doctrine as a practicable policy was worn out. It had served a useful purpose in the past, but there was no further obligation on the part of the United States to interfere in the affairs of Latin American peoples

When the Monroe Doctrine was formulated, the object was to pro- vent interference in South Ameri- ca by the European Powers. The danger of those Powers attempt- ing to extend their government in- to Latin America was, at the pre. sent day, negligible.-Reuter.

The heaviest loss of life occurred in Havana, when police, prior to the ordering of martial law. turned machine-guns on thousands of rioters in Central Park.
