The price for Ready Silver was unchanged yesterday but the for- ward rate rose 1/6 making the quotations 17.7/8 and 18 respective ly. Silver advices reported China and Indip as having bought. The Continent sold: The market was featureless. In America the rate was lower at 38.1/8 for Spot.

New York advices reported the opening rate at 4.50 and the closing into at 4.51). The highest rate done was 4.52 and the lowest 4.48.

The Open Market Operations. Increased currency circulation was promised by the Government decision last year to "úc o con- siderable sum of national bonds to cover the revenue deficit. At the beginning of the year, however, the Bank of Japan started the so-called open market operations and ab- sorbed all surplus funds in the mas- ket. The note, issue was brought down to the Y.900.000,000 lavel in the middle of May. As far as the nate issue was concerned, there- fore, there was no marked efect the Government Indation

According to a spokesman of the Foreign Office, Japan will accopt the Moscow propoal, if made, although she sees no reason to hasten the matter.
