Asia Lands, Limited, has received the following report from their New

York correspondents, E. A. Pierco & Co. We suppose this is what the street has been expecting, namely the secondary reaction. It looks as though the market may drag around the present levels, with the lows of the week before last as a definite base, and for a time encountering resistance at every rally. Wheat: Limits continue to restrict trade. The Winnipeg market is acting well. Primary receipts are falling off sharply. One expert thinks that heavy liquidation is nearly over. Cotton: Rains in the South West belt induced early selling. The market rallied Inter but the continued weakness of other marketa.tanse to minimize demand near the close. Silver: Good trade and invest- ment, buying caused, an advance near the close. Contracts were relatively scarce.

Business Done: 3,090,000 shares.

TOKYO, July 25.

In his week-end press interview at Hayama, Admiral Baito, the Premier, said that the question of appointing Ministers without port folio is still unsettled. He would like to see the Presidents of the Seiyukai and the" Minseite anter bis Cabinet as Ministers without portfolio.

Higher Taxation. Referring to the question of higher taxation, the Premier said that it is bound to come up for debate when the time arrives for the compilation of the now Budget. At the moment, the problem is be- ing studied by the Taxation Re form Preparatory Committee. At any rate, there must be full dis cussion among the members of the Cabinet, before any definite line of policy is framod in this epanection. None of the Ministers seems to be absolutely opposed to the idea of increasing taxes. Mr. Takahashi, the Finance Minister, holds that the increase of, taxes, if carried out at all, must, be effected at a time when it brings really good results.

Government-Enterprises,

As regards the extension of Gov ernment enterprisea „as one means of increasing State revenue, the Departmente concerned seems to he elaborating schemes, though no concrete plans have yet been laid. before the Cabinet Council. As the extension of Government enter prises is destined to affect private.... enterprises to a large extent, plans, though commendable in themselves, may not be capable of execution.-.
