MR. R. D. ARNOLD'S ADDRESS TO LOCAL ROTARY CLUB
Glowing Account of the Province's Wealth and Stability
MODERNISATION OF THE CAPITAL
Mr. B. D. Arnold, of Yunnaniu, was the speaker at the Rotary Olub yesterday when he gave the members an interesting taik on the progress and development of Yunnan.
*
Reference was made to the possibility of the authorities there constructing a road from Yunnan to the Yangtare, or through Kwangst province to the Pearl River, linking Yunnan with Can- ton. These routes, completed will be entirely under Chinese
control.
The Hon. Dr. S. W. Tso presided and guesta presented includ- ed Mr. C. L. Orawhall Wilson of Bangkok, Mr. P. M. Hodgson of Hong Kong and Rotarian A. J. Gotham of Hamilton, Bermuda. Before the address commenced, members stood in silence for ́a minute as a tribute to the memory of the late Mr. Chau Yue
Teng, who was a member of the Club,
MINERAL AND AGRICULTURAL WEALTH
Mr. Arnold sail:-Te very many, the mere mention of Yunnan brings a mental picture of a far-isolated, almost inaccessible part of China, On the beaten track Yunnan in deed is and it is true that there are far stretches of territory which are not easily reached. On the other hand Yunnanfu, the provinco capital, is only five days distant from Hong Kong, while many im portant parts of the province lie within easy reach, being within striking distance of the railway." The journey is made by sen from Hong Kong to Haiphong, French
siastic-reports of Yunnan's mineral resources have gone out in times doubt that past. There is no future greater activity in opening mines will be possible but it is realised that other developments, especially in transportation "facili. ties, must precede.
Tia, Coal and Silver. It was my privilege to travel from Haiphong recently with the Commissioner of Agriculture and Mining of Yunnan. He told how his present efforts are being cen- tered in improvements in methods. For instance, the tia output of Indo-China. Ideal Climate.
There is some coal-being brought out but it is still of inferior quality. The climate of Yunnan on the Tho better coal being beyond the high uplands is very pleasant the point where it can be profitably year round. No extremes of heat transported.. Education..
Education throughout, the pro- vince is handicapped by the factors mentioned already. Thers is im- provement being shown, even within the last year. Definite re- venues are earmarked for educa tional work, so that financially this important function is faring better. In Yunnanfu and some of the largor cities there is a very successful effort to secure 100 per cent, com. pulsory attendaned in primary Government supported schools. Tung La University, founded about ten years ago as a private institu tion by Governor Tan. Chỉ Yão, is now under the Commissioner of Education and is bringing its car riculum and organisation into line as fast as possible for recognition as a university by the Ministry of Education at Nanking. Mission education has not been extensively established. There are well con- ducted, schools of this type at Yadaanfu and Chaotung, but they fall far short of being. adequate to the need and opportunity. There are well conducted middle schools and normal schools in Yannaufu and in some larger cities throughout the pro- vince. Plans are on foot to send promising students to America, England and European countrics for advanced special training. It is significant that positions of leadership..in the province are now occupied by men thus trained years ago. This new effort is recogni- tion that this source of leadership has been neglected the last ten seura, fewer having been able to go during this time.

For a ball year these notes have held up to this par value. Ever since the establishment of the Nanking regime, Yunnan hus maintained loyalty to the Central Government. Of course, there is a great deal of local autonomy as in most outlying portions of China" The present Chairman of the Pro- vincial Government, General Lung Yun, has been at the head of the Committee for nearly six years years of some very real progress.
The Government's grip on the large areas included within the borders of Yunnan is quite effec- tive when the difficulty of commu- nication is considered. Much less trouble from petty banditry has been experienced in the last two years and travel, now is considered quite safe.
