J ANNAPOLIS, June 1 The drastic reductions in naval operations effected by President Roosevelt were clearly evidenced to-day when it was announced that only 4 numisions in the Navy had been given to gradutes of the United States Naval Academy.

In former days, virtually all graduates were assured of com- missions in the naval. forcés, Diplomas were presented to 432 graduates to-day but 100 of them will unter civil life and will never be called to duty, except in emer- gencies.
