The Japanese Note, replying to the Soviet "demand of May 16, that the Japanese Government take effective measures to protect the interests of the Soviet in regard to the Railway, points out that many of the alleged infringements of those interests mentioned by the Soviet are exclusively within the province of the Manchukuo Govern- ment, and that Japan Could not accept the responsibility for the actions of Japanese officials and advisera acting under" orders from that Government.
The Japanese army has taken care not to harm the interests of the railway, and the Note assures the Societ of Japan's desire for a speedy and just settlement of the dispute.
- It declares that the maintenance of peaceful relations between the Soviet and Manchukuo is most im portant to the basis of peace in the Far East.
Soviet Reply.
The Soviet reply notes the as surances, and states that they ex- clude the possibility of the Japan ese Government having any inten- tion of ovading the responsibility for the violation of Soviet rights by the Manchurian authorities under the formal pretext that they are exclusively within the province of Manchukuo.

The Soviet reply adds that the Railway dispute has been utilised by Manchukuo, with the aid of Japanese officials as a pretext for and unlawful actions violent inimical to the interests of the U.S.S.R., and that the Japanese Government is unable to bring a single argument to justify Manchu kuo's claim to the rolling stock re- tained by the Soviet
By her readiness to start negotia tions for the sale of the railway, the Soviet Government has elcarly ex- pressed a wish to eliminate all ground for conflicts affecting the friendly reltions between the U.S.S.R. and Japan.
Striving to consolidate these re- Intions was one of the elements" of the Soviet's pacific policy and the Soviet Government had the right to expect that the Japanese Govern- ment would be guided by identical motives.
The Soviet hoped that all-con troversial questions would be settled in a friendly) spirit in accordance with the concluding pssurances of the Japanese note.

VISCOUNT R. ISHII; Japanese delegate to the Washington conversations, in an address, lost night, at the banquet of the Japan Society, referring to the conver sations with President Roosevelt, said that he found that he and President Roosevelt were of accord on many points, and that in more respects than one America and Japan stood on common ground.
We came to the belief that the, friendship between the two coun- tries, remained unchanged despite the discordant note of the last 20 months," Viscount Ishii declared.
America sympathised with Japan, in the struggle in the Far East against the disruptive forces of Communist propaganda" he said.
