It was due to this phenomenon that the development of adequate harbour facilities for Tokyo could be given immediate attention. Heretofore, harbour construction work had lapsed because of urgent efforts exerted to inodarnize the capital's public utility enterprises. With the first and second' Sumida. Construction work for the port of Tokyo gradually came to be res cognized by the people as an in- dispensable undertaking for the restoration of the metropolis.
Under these circumstances, the third Sumida River improvement project was put into operation, with an outlay of Y.18,000,000. Upon its completion the harbour was to be capable of disposing of about 3,600,000 tons of cargo yearly, Thin work has been practically complet-
