Kopu, Kweichow Yunnan, May 8. Since I last wrote you petty law. lessness has been on the increase rather than decreasing in this dis trict. We have a now Magistrate in Weining, the third in a year, had the general upset in the local and provincial government does not seem to be doing the province pr the people much good. JUDGE DISAGREES WITH JURY
ALLEGED MANSLAUGHTER OF A THREE-YEAR-OLD GIRL
"I think you are a most fortunate man. If the verdict. were left in my hands, it would have been diferent," said Mr. Justice Wood, at the Criminal Sessions yesterday, when he discharged Mark William Hallums, a Oustoms Officer, who was arraigned for the manslaughter of a three-year-old Chinese girl during an attack on a junk outside Lysemoon Pass on the morning of April 1.
The accused was represented by Mr. H. 0. Macnamara, In structed by Mr. W. A. Mackinlay, of Messrs. Deacons. The case for the Crown was conducied by Mr. Fraser, Assistant Attorney- General, while Mr. B. D. Evans held a watching brief on behalf of the Chinese Maritime Customs,
The following jury was empanelled:-Messrs. S. 3. Ferry (fore- man), J. F. Anderson, L. E. Lammert, J. M. Morris, J. P. Pereira, D. P. Remedios and Mr. G. U. da Roza.
Yesterday's hearing was mostly occupied with the final speeches' by counsel for the drown and for the defence. In his summing up His Lordship dealt with the various inconsistancles in the evidence given by Mr. Hallums, and defined the meaning of "manslaughter" and "self defence." The jury retired for almost an hour, after which they returned a 5-2 verdlet of "Not Guilty."
