The Conference must establish order in the place of the present chaos by the stabilization of cur rencies, by freeing the flow of world trade and by international action to raise the price levels.

As for the Disarmament Confer ence, the President says that con- fused purposes still cash danger ously, and a duty lies in bringing practical results through concerted action.
