TO STRENGTHEN DEFENCES AND PROVIDE WORK

WASHINGTON, Apr.'.

A naval building programme with the dual purpose of strengthen ing the defence forces of the United States and of providing employment will be offered to Congress next week by a non-partisan group of navy champions.

Mr. Carl Vinson, of Georgia, chairman of the House of Repre sentatives Naval Committee, and Mr. Fred Britten of Illinois, formar chairman are now in agreement on the building programme. They be lieve that the wide economies in Federal expenditures will permit & reasonably large expenditure to re lieve unemployment. They will ask that part of the employment funds be used in naval construction and attempt to get a bill through Con gress before Jube 1.
