One of the most delightful speeches delivered in the Rotary Club was that given by Mr. O. Champkin yesterday under the title of Government Offices and Things." The speaker provoked roars of laughter from his hearers and it was a treat to listen to the story of his association with the Civil Service during the latter years of Queen Victoria's reign. The Rotary Club showed its ap- preciation of the address in no uncertailu manner, and when Mr. Champkin resumed his seat the applause was very prolonged,
