Increased Pubile Expenditure
At Shameen
COUNCIL SHARPLY CRITICISED FOR
LETTING RATES INCREASE
TOO MUCH ON HOSPITAL AND EDUCATION SERVICES
No place in the world looks more peaceful and prosperous than Shamenn. But like every other part of the world it suffers, in the views of some of its inhabitants, from squendermania on the part of its governing authority. At the annual mesting of share- holders, on March 6th, the Council had a decided gruelling for lat- ting public expenditure, notably on health and education services. increase over the previous year. In the matter of moving the Nurs- ing Home the Council was accused of grossly exceeding their authe- rity in not first calling a Ratepayers meeting
In fact, Shameen is very much the world in miniature.

General's Appeal for the Aeroplane Fund
(From Our Own Correspondent)
Wucnow, March 27.
An appeal to the people of Nan- ning to subscribe money to the Government to purchase aeroplanes for use against the Japanese was wade by General Pei Shaug Hai last week. The General said that the Government had already spent Fover three million dollars in pur- chasing 30 aeroplanes, but these were not enough, as the Japanese had over two thousand planes and could attack any fort in China. The ronson why no effective re sistance could be offered to the Japancae in Manchuria was because of this "handicap. Nanning was quite near Pakhoi from, which place the Japanese could attack any moment that they might wish," said the General,
The Kwong Yan Hospital. The Kwong Yan Hospital in Wochow, which has for many years, been giving free treatment for the poor, and which was recently pull- ed down has now been reconstruct-
The necessary funds were raised from the shops and business people in Wuchow, and amounted to over twenty thousand dollars. A large number of prominent people were present at the open- ing ceremony held on Sunday, March 19.
The Police and Fire Brigade. In connection with the Police De.cd partment I have, once again, much pleasure in thanking the City Police for their close co-operation. When one of our motor fire engines was under repair in the Summer, Mr. Chan Mak Heung, the Chief of the City Brigade, very kindly loaned us one of his small engines as a stand- hy. His kind assistance is wery mich appreciated.
