THE MADRID RADIO

CONFERENCE

AN OUTLINE OF ITS DELIBERATIONS

AND RESULTS

The following article describes the problems which had to be dealt with by the Madrid Conference which completed its labours in the early part of December, and explains how the resulting Convention and Regulations have been drawn up to siret varying international conditions and requirements.

THE International Radio Teles previous Conference, and during

graph Conference at Madrid Tasted for fourteen weeks, from September 3rd until December 10th. This was more than twice as long as the Washington Conference in 1927, which extended over a period of six weeks, during which the pre- vious International Convention was entirely recast, It is intended that International Radio Telegraph Con ferences should take place every five years, but in 1927, owing to the intervention of the war, a period of fifteen years had elapsed since the

all its nationals with an officient servico, In the present state of technique such a service can only be carried out in the larger and more mountainous countries by the uso of wavelengths considerably greater than 343 metres. The pro- blem of the Conference was, there- fore, to provide the largest possible number of channels of wavelengths 11 higher than lo metres for use in Europe, it having been found by experience that the arrangements made at Washington were satisfao tory in other parts of the world.

The Madrid Conference started with the firm foundation laid at Washington, but its lasted twice as long, and the out- discussions come of this very careful examina- tion was that it was found advisable to make only very small changes in the Regulations.

The chief result obtained from the meeting in Madrid was the amal gamation of what had previously been separate Conventions dealing with wireless communication and wire communication, the new docu- ment-being-known-as-the-Telecom of clarity that the European zone It may be observed for the sake munications Convention of Madrid. is understood as embracing the This document, which will come into a bounded on the east by the force on Jan. 1, 1934, will replace fortieth meridian (ie, the longitude the International Telegraph Con of Moscow), on the south by lati- vention of St. Petersburg, 1875, and tude 30 to the south of the Mediter the International Radio Telegraph ranchn); and on the north and west Convention of Washington, 1927 by the natural limits of Europe, The Convention itself contains, in very broad outline, the basis of the

Here are lists of long-wave and short-wave stations which

should be picked up by anyone in Hong Kong who has a mode- .rately good set suitable for re- . ceiving such signals. Success in picking up these stations also depends very largely upon fav- ourable atmospheric conditions. Since the Conference at Wash- ington the use of wireless for all purpones has grown knoriously and the task of providing communica- tion channels for all the necessary services has become very complicat ed. From the wireless point of view the principal task of the Mad- rid Conference was to-make some re-adjustment in the allocation table of wavelengths in order to make it more suitabis 'to the conditions of to-day. It was found upon examina tion that the requirements of Europe were markedly different from those of other parts of the world, chiefly on account of the lact 07.05 that the number of languages 60.12 spoken in a comparatively small 58.7 area is very much greater in Europe 50. than in any other part of the
