Accounts are posted to the person who signed the Form "" guaranteeing payment. This person bis is generally the landlord or recognized agent.

In many instances, utuch incon venience is caused to tenants by the water supply being disconnected without warning to them, owing to the failure of the guarantor to pay the accounts within the specified period. Tenants are therefore, ad- vised to make suitable arrangements with their landlords to ensure that all water and meter rental accounts are paid promptly.

Changes of ownership of property should be notified immediately to this Office.

In a fluctuating game at the Haw- thorns on February 8, Blackburn Rovers somewhat unexpectedly, de- feated West Bromwich Albion. As a matter of fact, during the first" 40 minutes the Albion outplayed the Rovers and were only prevented from taking a big lead by the mag nificent goalkeeping of Gormile Later Blackburn recovered and Dix got a fine goal just before the in- terval, then in the first 8 minutes of the 2nd. half, Bruton and Cun- liffe got further goals and from this point to the end Blackburn held the Albion with ease.

Chelsea. Aston Villa.
