Moscow, January 30-The slight slowing down of the second five- year programme will permit a greater effort toward improving the general living conditions and cul- tural facilities in the towns and villages, the Government has decid- ed, and work along that line is to begin at onco

Better housing will be provided and greater impetus will be given to cultural development, thus giving small town workers more of the benefita enjored in the cities.

The Government announced to day that a special tax will be im- posed for the purpose and that it will become effective immediately.

Men and women employed in the various labour callings will pay the lowost tax which will be between two and three per cent. The tax on the workers will be imposed for a period of eight months only.
