Unconvoyed Ships.

The object of the exercise is, briefly, the defence of Red mer chant ships and to test the degree of immunity of unconvoyed mer- chant shipa through the Bay from capture by the two Blue cruisers which were reported as threatening the trade route from the Azores on January 3.

The merchant ships will be evasively routed and the Red Fleet will endeavour to intercept and destroy the Blue raiders, and so defend the trade routes.

For reasons of fuel economy crui- ser and battleship speed is limited to 18 and 13 knots respectively and all other ships to 10 mots.

It is assumed that the Blue crui- sers' raid on Red's commaron is conducted in accordance with in- ternational law. To effect a cap- ture, therefore, the raider must ro- main stopped within 2,000 yards of the merchant ship for half an hour..

A merchant ship, if attacked by a raider, would endeavour to send a wireless message, which the raid er would attempt to "jam,'; each captured merchant ship, therefore, drawa's lot; in the form of a disc. which tells her the extent of the wireless 8.0 8 she is permitted to send out to the Red fleet.

Ships will be darkened at night unless, weather is thick.

No Submarines.

Owing to the paucity of ships re- presenting merchant ships, after capture she may be left loose again by order of the Commander-in- Chief, who will himself be flying his flag in that harmless "mer- chant ship"-the Nelson..

- No-submarines are taking part, as the object of the exercise is to test whether convoy, with its attan- dant delays, is a necessity of trade defence in distant waters--where the throat is from cruisers and where submarines are known to be absent..
