"Gen, Ho Cha Kuo indignantly repudiated the suggestion that the seizure of Shanhaikwan, which was accompanied by the slaughtering of several thousands of Chinese civilians, could be w considered a local affair."

SHANGHAI, Jan. 10.

Tokyo messages give the follow. ing explanation of the new operarer tions contemplated by the Japan ese military:

"With the two-fold object of preventing the encirclement of the Japanese forces and of cutting off, thereby reducing their offensive powers, four of Chang Ha Liang's brigades in Easters Jehol, which are considered a menace to the Japanese lines of communica- tion, the Japanese are taking measures to occupy Chitumenkow Pass.

According to press despatches, the four brigades of Chang Hsueh Liang are believed to have entered Jehol a few miles to the north of Shanhaikwan, through this pass.

As a preliminary to the opera tions, a Japanese cavalry regiment from Chinchow is reported to have formed & junction with an infantry detachment from Shaphaikwan, near Shanhaikwan yesterday, and to have begun an advance in the direction of Chrucnenkow, where one of Chang's regiments is re- ported to be entrenched in the Pass."
