INCIDENT

"Japan's Actions Prove Her Insincerity

TO DEFEND CHINA IS HIS UNQUESTIONED DUTY

{THROUGH" "BEUTER'S'"AGENCY"]

PELPING, January 8. No negotiations are going on between himself and the Japančit and he has not been approached to negotiate, sald Marshal Chang Hsueh Liang during an interview with sixty Chinese and Foreign correspondents.

He declared that if negotiations are carried on they must be carried on through the Central Government, and asserted he had, so dispute long advocated a pacific settlement of the Sino-Japanese dispute. for the present situation was disadvantageous to both China and. Japan, and would be more disadvantageous it was developed.

To defend China was bis unquestioned duty, but had we for gotten all the lessons taught by the world war?

All the world, including the Japanese, claimed they were for peace, but Japan's actions had proved her Insincerity.

He said it would be ridiculous to assume, while the Japanese were moving troops freely, that when China moved troops in her own territory the Japanese considered it was "provocation,"

'IS IT JAPAN'S POLICY TO ATTACK

TO THE END?”

Asked whether it was his policy! War clouds appear again to be

to resist to the end, Marshal Chang Huah Liang-countered: "Is it the Japanese policy to attack to the end?"

He mid the beginning of the Shanhaikwan Incident was the same as the beginning of the Mukden Incident and perhaps it would be better to send another commission to see how the affair

He said that foreign Powers could assist by laying the facts. hetore the Japanese people who have now been cheated by pro paganda, for it is unbelievable that all the Japanese are unreason- able, or all thought obliquely, He believed that ultimately that truth and righteousnces would prevail.

NEMESIS WILL COME TO JAPAN FROM JAPAN LONDON, Jan.

Nemesis will come to Japan from Japan and the menace to China may be the making of China, says the Observer when commenting Shanhaikwan,

It says, it is apparently tho deliberate policy of Japan's com mand not to copy territory beyond the Great Wall, but this does not conceal the essential blunder of Japan's present policy. Japanese warships off Shanhai kwan dominate the Chinese forces west of the Great Wall within China proper. The blunder com mitted a year ago in shelling. Shanghaiis virtually being re eated by training guns from the Chineze Gulf of Chibli upon territory.

For example, it was alleged that Britain had largely contributed to the depression in world commodity
