SILVER COIN SCARCITY IN
CANTON
WASHINGTON, Dec. 8. Democratic Babaial experts in the House and Senate to-day began drafting a drastic banking reform bill designed to give American bank* ing some of the strength if not the form of the British system which President Hoover praised in hie annual message to Congress. Contralisation of power in " the Federal Reserve Board and the au- thority to compel alį banks in the nation to conform to the Federal Reserve requirements, is the key- "RIGHT" OF

· Most of the banks that have fail- ed in United States are banks chartered by the states and over which the Comptroller of Currency has no authority: Five-sixths of the failures have been those of alate banke.

Hitherto this has been prohibited largely because of opposition from the state banks which declared they would be put out of business by the larger banks. It was brought to public atten- tion that there were more than 14,000 state and private bank-ng
institutions that were not subject to Federal,con- trol. Much of the leakage into speculative channels was through the state banks. Poor securities 398.30 were accepted by these banks, and funds were used for speculation. When the crash came the securities were greatly reduced in value.

The bill proposed to-day would strictly limit the real estate losna that, banka may make. The realty. market -wah the first to feel the below of the depression. Mortgages could not be sold and foreclosures loaded the banks with farms, manu- facturing plants and homes. The banks were compelled to enter the theatre, farming and motorcar manufacturing business in cases. The result was strain on some of the strongest banks in the country.
