Ginura; Dec. 15. THE Committee of Nineteen has approved the text of a resolu tion, the text of which has not yet been published.

It is understood that it suggests that the Committee of Nineteen act as Conciliation Commission with Chinese and Japanese representa tives. They will possibly also, in vito the United States and the Soviets to co-operate.
