Agreement Reached,

GENEVA, Dec. 11 A draft formula of the Ger man armaments equality claim, satisfactory to the French and Germans, has been reached, subject' to the approval of their Govern- menta.

A communiqué says that after conversations, which fasted all day. ropresentatives of the five Powers reached such a point at 7.30 and that it was agreed that the Govern- ments themselves of France, Ger- many and Italy should he com suited.,

GENEVA, Dec. 11. INTER

A NEW ratio for capital ships of 11-11-8, instead of 5-5-3 with a relative strength of 275,000 tona for the British Empire and the United States; 200,000 for Japan; 160,000) for France nad Italy, with no fixed number of unite for the latter is the chief feature of the Japanese naval proposals issued to-day.

Capital ships should be limited to 25,000 tons and 14-inch guns; cruisers to 18.000 tons and 6,000 tone; submarines 1,800 tons; air- craft-carriers should be abolished and 11-11-8 is the actual number of capital ships proposed.
