GENEVA, Dec. 6.

UNUSUAL interest was let the proceedings of the Assembly in the presence of Mr. Ramsay MacDonald. 31. Herriot, Mr. Nor- may Davis and Baron von Neurath who interrupted their talk in order to hear the Chinese and Japanese delegates

He urged that the extraordinary Assembly should declare that Japon had violated the Covenant and Five-Power Treaty and call upon Japan to create the resolutions of the Council pusssert on Sept. 30 and Sept. 10, 1931, so that all Japause troops be withdrawn into the Rail- way Zone pending further with drawal therefrom and the so-called Manchukun Government, "he solved.

JAPANESE CASE

Gesiva, Dec. 6. M. MATSUOKA, addressing the Assembly, declared that Japan's principle disagreement with the Lytton Report in the sextione deal- ing with the disordered condition in Chint was its occasional optin ism with the rehabiliation of the country, for which Japan had hope but not for the immediate future.

A country in Chin's condition of disorder could not recover quick- ly, and Japan, a loyal supporter of the League for many years, had striven to avoid this under provocation, which before the draft.

Japan had not sharaloned hope bringing about better under standings through negotiations and did not seek protection from the League, because the view of the League on the present structure of effective protection could not be expected promptly. ⠀

Tunnel Damaged;

TOKYO, Dec. 4. The earlier Japanese claim that their troops had entered Hair is apparently without foundation as the latest messages, from Taitaihar indicate, that they do not expect to enter before Wednesday, owing zó serious damage which the retreat- ing army has done to the Khingsa Tunnel.

THE colossal extent of Japanese dumping within the Empire and particularly the tremendous growth of Japanese.importations into Ceylon as a result of the ab-

normal fall in the value of the yen was discussed in the House of Commons to-day.

The matter was raised by Mr. S. S. Hammersley, Conservative member for Stockport, who declar ed that the dumping was under- mining the value of the Imperiat Preference proposed by the Govern ment of Ceylon.

A Matter of Urgancy. He insisted upon the urgency of the matter and expressed the view that carly steps should be taken to make representations on these lines. to the Government of Ceylon
