WASHINGTON messages indicate the likelihood that President Hoover will make the European debts question the subject of a special messago to 'Congress when it meets next week.
Meanwhile, reports reaching London, show that although the British Note un created a deep impression on a large abctión of American opinion, including many of those most in touch with the World economic altuation, the first reactions of several in fusatial Congressmen show little or no departure from the at- titude adopted by them during the recent electoral campaign. It is hoped that when time has been allowed for a more careful study of the British note, which" traces the history of the world of the vast neaturai. depression and the relation thereto transters involved in the system. of International indebtedness, together with the effect upon both creditor and debtor comitries of its continuance, some recognition will be forthcoming of the real needs of the world situation.
For the time being, however, mesanges from America give slight, reason to couple this hope with expectation, The British Note has been generally hailed in nearly every other country as both tmpressive and convincing.

Mr. Baldwin, speaking at Sunder- land last night, said that the British note to Amerion waê û statement absolutely accurate in its facts and temperate in its language.
He added: "There is no party question in this. It is a deliberate view of every man in this country who is competent to form judgment

matters to which that note refers. 1 have no doubt that Americans will give moet careful and, zo far as Government is con- porned, sympathetio consideration. to that Note because they stand as much as we do, if not more, to suffer from a continuance of this: particular form of payment. What makes me so glad, is that following on Lausanne and following on this note we shall have an International conference as soon до it. CLA be convened in 1933, at which I hope these questions will

I hope that the result of that con- ferenco will be that to a great extent the whole world may be relieved of this particular form of payment which i intolerable for the busi- ness of the whole world, whother debtor or cralitor.
