MR. ROOSEVELT'S SWEEPING VICTORY
HOOVER LOSES THROUGH LACK OF

LITTLE CHANGE IN HOME OR FOREIGN
POLICIES EXPECTED
THROCO REUTER'S AGENCY
NEW YORK, Nov. 0.
INCOMPLETE RETURNS INDICATE THAT MR. ROOSEVELT MAY EXPECT 453 ELECTORAL VOTES AND MR. HOOVER 78.
Mr. Hoover was swept from the White House by blind resent. ment of millions of Americans suffering from hard times, also owing to his somewhat uninspiring personality, and a complete lack of his.. trionic ability compared with Roosevelt and the latters most able publicity. Undoubtedly also many thousands of "wet" Repub. licans were allenated by Hoover's ambiguous attitude i gard to prohibition. The result of Mr. Roosevelt's election to the World is not likely to be very noticeable, as it is improbable there will be any drastic reduction in the United States' tariff.
re
Both parties officially oppose the cancellation of War Debts, but are willing to consider a re-adjustment in return for facilities to United States exports by debtor nations.
Mr. Roosevelt may be expected to continue Mr. Hoover's policy of limited co-operation with the Lengue on disarmament, preven tion of war and the restoration of the economic health of the world.
REVISION OF VOLSTEAD ACT?
In regard to prohibition, Mr. Roosevelt will not hinder a re vision of the Volstead Act for beer, and is expected to be more sympathetic to the unemployeds' claim for Federal rellef.
Mr. Hoover has telegraphed Mr. Roosevelt "I congratulate you on the opportunity which has come to you to be of service to the country."
In the com- "I wish you a most successful administration. won purpose for all of us shall dedicate myself to every possible helpful effort,"

The Republican landslide was given evidence by the fact that by 4.30 G.M.T. Mr. Roosevelt was leading in thirty-eight sintes, 431 electoral votes, while Mr. Hoover was ahead only 'in six states, with seventy votes.

BRITISH EXCHEQUER EXPRESSES HIS VIEWS
(THROUGH REUTER'S AGENCY.}
LONDON, Nov. 4, THE House of Commons yesterday- adopted without division the
Labour motion expressing Parlin- ment's concern with the present volume of unemployment and wel. coming all measures dealing there. with.
The debate was niceworthy for the long statement of Mr. Neville Chamberlain, Chancellor of the Exchequer, rebutting arguments in favour of bimetalism and stressing that supplies of silver are inade quente and, that the central banks certainly would not agree to recept a certain proportion of silver at a fixed ratip to gold.
In the final speech in the unem- ployment debate in do House of Commons, Mr. Chamberlain replied to the address of Sir Robert Home, in which the latter suggested that wholesale commodity prices might be affected either by restricting sup- plies of commodities ar alteration in the amount of monetary gold Available an being the standard whereby their value was measured. Sir Robert Horan suggested that as there was a deficiency of gold due to much of it being erilised in the reserve of particular coun tries, Britain should supplement the supply of gold by bringing silver into account, adding that a rise in the price of silver would very much improve British trade with India and Chinn.
Dificulties Scen.
Mr. Chamberlain saw difficulties in accepting the theory that the ris in the price of silver would in- ercase trade with India and China, and said that white China had a silver carroney, India had not, therefore, as far India was concern. ed, the theary must be Unkel og the rise in the assumption that the value of the hoards of silver in Indin would enable Indin' to do a larger trade with other entries. A large portion of the hoards in India was not in a monetary form, but in the form of ornaments, In the past Indin bracelets, etc. had steadily increased those bonds, though she had never used them us a means of purchasing goods, but for establishing social status. An examination of the variations in the price of silver during recent years, had not yielded any evidence she had utilised her silver hourds when the price of silver rose to buy more goods from other countries.

Asked whether the dissociation of civil flying altogether from the armed forces of the Crown was be. ing considered, the Premier said that that was naturally one of the questions that must arise.
