Bombay, Oct. 8. -IT-in-understood that the Hindu leaders have accepted thirteen from the fourteen- Mosion demands in relation to the communal prob lem, as the result of private discus sions between Muslim nud Hindu leaders hended by Shaukat Ali and Malaviya, respectively.

The outstanding paint is not Ali's refusal to accept uncondi- tional joint electorates, but the attempt at making the draft mutually deceptable in formala. Ali, when interviewed hy Reuter, said that he was hopeful of the ultimate-solution. He added that if he had to arrive at a settlement with Congress there must also be pence with the Government,

Ali at the last minute postponed his departure on a lecture tour in America to enable the continuation of negotiations, which are sidered fikely to provide a broader basis for the settlement of the question between Congress and the Government.

corned miserably poor, but in moremitments, than 50 per cent, of the cases re- norted, the children were suffering from disease, and very frequently this was the direct result of insuffi- cient food.

|

Some adjustment of the incidence of the burden as between various; classes of shipping seems also to be called for. Figures have been submitted to the Government by the Chamber of Commerce showing | that steamers which call here most frequently in other words which render regular service to the Co- lony's trade whether that trade is good or bad-pay substantially more per call under our system of s taxation than they to elsewhere. Special exception has already been made in respect of river steamers and some extension of the system seems highly desirable to meet the CRA of vessels which arn in Hong Kong very frequently.

The figures of infantile mortality among Chinese children are ab- normally high, and it reust be overwhelmingly apparent to all that the contributory cause is poverty with the resultant bad ac commodation and insufficient food.

The Society is just undertaking that kind of work which will, in time to come, effectively minimise this morality rate; but it is han dicapped by inadequacy of funde. I take this opportunity to appeal to the public for their support: and in the meantime I sincerely hope that Your Excellency will sen your way to increasing the Govern- ment grant to $70,000 & YOBT BO`AB to enable the Society to carry on work which, as the honourable sonior Chinese member has said. is so essential for the social well-desirability of burdening shipping in this port and left the way open heing of the Colony.

for a review of such taxation at a later date, and in view of this assurance I suggest that the Gov- ernment give the Shipping Tom-) mittes of the Chamber of Commerce an opportunity of discussing this matter with them.

partment for me to answer. The first deals with chain cables for mooring, $22,060.

When the re-organisation of the Harbour, moorings was under taken it was divided into thres parts each part being undertaken during ons financial year. The third part was finished this year. Moorings remain down for three years and it is then necessary to raise, inspect, and renew work parts. It will therefore be seen that during the years 1830, 1931 and 1939, no upkeep vote was re- quired. This being the fourth year upkeep is required.

This now becomes a recurrent charge in order to keep spare parts available to renew moor. ings which have depreciated dur ing their three years service. Returning Launebas to Their Sub-

Harbour Surveying. The survey of the harbour is pro ceeding rapidly and about 40 per cent. has now been completed. It is anticipated that all sounding work will be completed by the end- of 1834. Thereafter further work will be necessary on current obser- vation and co-ordination of data then available.

No vital schemes of Harbour dredging are at prosent being held up owing to the non-completion of the Harbour Survey. The sim in the Estimates is considered... suffi- cient to carry out the 1803 pro- gramme.
