The

sion that the Reichstag deputation, President von Hindenburg's deci. consisting of the Speaker and Deputy-Speaker, shall not be re ceived at his country seat but must await his return to Berlin next week, caused consternation among the Nazis but they do not consider the door closed to their efforts to

induce the President to changa his views about the Reichstag, wherein they believe a working majority is achievable with the Centre. The success of such efforts is regarded as most unlikely, since President von Hindenburg is convinced a Nazi-Centre Coalition would be only a chance product of party bargaining, without a programme

of value.

Council Procedure,

In the chapter in which he sug gests changes in the Council's pro- cedure he explains that "proce dure" covers generally the methods adopted by the Council for arriving at and giving effect to its decisione, Ho suggests that the Council be enlarged to not less than 2 mem- bers and not more than 30. He describes the prezent procedura of Council meetings as informal pro- cedure of a small excentive body This has the merits of freedom and simplicity but obviously would not be well adapted to requirements of a farger body and he then goes into the advantages of the committee system of administration, which ho anya would relieve the full Council of a great deal of detailed work

Judgo Feotham is slightly critical of the procedure which allows cer tain cbiel officials--heads of depart- ments, the secretary-general, the treasurer and controller-to exer ciso a considerable measure of exe autive authority in carrying out the actual work of administration and deal on their own responsibility (Contiuned at next column.)
