INCREASED COTTON DUTIES.

AN INNOCENT GROWTH.

The Japan Cotton Spinners' Association

and the Japan As Textile Exporters', Cotton sociation have now sent telegrams conjointly to the chiefs of Finan cial and the Trade Bureau of the India Government protesting against the anticipated increase of the import duty on cotton goods.

Explaining the heavy export of Japanese cotton goods to India in the last several months, these As sociations declare that the increase is due largely to the following causes all of which are of passing nature:

1.-The recent heavy shipment of gold bullion from India has hanced the purchasing price in that country, while through the restrict- ed purchase of foreign cloth since last year the stock has diminished, causing traders there to replenish it. (British goods are also being shipped in increased quantities).

2. Indian buyers were most ae. tive in covering in February, March and April, and this due largely to the general belief that the price of American cotton might go up. (The increased cover. ing when the yen exchange quoted 120 rupees and the decreased cover- ing when the rate was 105 rupeca are clear evidenco).

3,-On account of the Shanghai affair, Japanese spinners had, to suspend the production of goods for China and increase the manufae- ture of those for India.

4.-Japanese mills in Shanghai could not export, and goods were shipped from Japan instead,

The Japanese Associations quoto three reasons for the lower prices of Japanese goods in India than those of domestic goods:

1. The poor orop of Indian cot- ton in India has caused its price to advance, while American cotton is comparatively low.

-The reopening of Shanghai' mills has suggested an oversupply, causing traders to dispose of their goods na quickly as possible.

3-The sensational slump in the American cotton inarket since June. The recent increase in the export of Japanese colton goods" is only a temporary phenomenon, and there are signs of a gradual decrease in the future. The following are the

1.The fall of the exchange rate will naturally causo the commodity prices to advance. Raw cotton and other mill requisites now be dear,

2. The fall of the exchange rate has been caused largely through the flight of capital, but by the Ex- change Control Law, any further flight of capital will be prevented.

3.-The demand in China is, now gradually recovering, and, the ex- port to China will naturally be checked to some extent.

Since India enforced a protec- tive duty in 1830, the shipment of British and Japan goods to that country has greatly dropped, caus- ing a sharp increase in the domes tic production. The Indian Gov- ernment may consider it necessary to give a further protection to these demestic spinners. Apart from this, however, any tarif increase will be prohibitive to Japanese goods. Raw cotton to-day quotes low abroad, but if it rises, the "spinners' burden
