The Times says that the opening proceedings justify the conßdent hope that the delegates will be able to achieve agree ments most valuable to the Empire and the world.
The Daily Mail: The delegates' speeches prove there is abur. daat ground for a wide extension of preferences.
Mr. Beanett's plan was enthusiastically welcomed by a Daily Espress beading: "Bennett acts pacc' for Conference,"
The Morning Post says that Mr. Bennett's proposals deserve the closest consideration by the delegates, while the Daily Tele graph is of opinion that Mr. Bennett's proposals certainly con. tain the nucleus of a plan for a mighty extension in inter-Imperial trade.
Mr. Baldwin's plea for a lowering in tariffs is approved by the Liberal tree trade paper, the News Chronicle, which in refer. ring to Mr. Bennett's suggestion that Britain might grant Canada farther preferences points out that as Canadian goods are at present duty free, further preferences could only be given not by lowering tariffs, but by raising fresh ones.
The Daily Herald: Mr. Baldwin's plea is sound economics and sound sense, but chilling for hot-gospellers who want to ring a fence of tariffs round the Empire.

An auspicious start was to-day given to the Imperial Economic Conference. Tho
renewed and established between Empire statesmen and the preliminary conversations in Ottawa have served to create a spirit of optimism and determination, which characterised the speeches nt to-day's opening ceremony.
The proceedings were marked by impressive ceremonial, the Governor General of Canada, Lord Bessborough, being accom panied by an escort of Dragoons and Guardamen in full dress uniform.
