Ottawa, July 21, HE keynote of the Imperial Economic Conference, which opened to-day was given by the King's speech read by the Governor, the Earl of Bessborough, which stated that the Con. ference was opening a new page in history on which would be written a record of a determined effort to solve the difficulties weighting so heavily on the world.

The King's speech recalled that the Empire is based on the principle of co-operation, and by giving effect to the principle of economic cooperation the Conference will start beseficial forces which may extend their influence to the whole world.

Nr. Bennett was elected, chairman of the Conference on the proposition of Mr. S. Baldwin, after which Mr. Bennett welcomed the delegaten.

Mr. Baldwin declared that the general objective of the British delegation was a lowering of. trade barriers between members of the Empire. The Conference had an enlarged degree of freedom owing to the change in the British fiscal policy and he pointed out that, notwithstanding Empire preferences only thirty per cent, of Empire trade was among ourselves,

Nobody suggested complete fres trade within the Empire was possible, but the Governments in the Empire could extend Inter- Imperial and foreign trade,

It was unnecessary to measure out too closely the relative value of preferences given and received......

Mr. Baldwin stressed the inclusion of colonies in the Empira and said the United Kingdomi desired to see increased trade be- tween the Colonies, the Dominions and Indie.
