· Free State (Special Duties) Bill," which will come up for second reading in the House of Commons this afternoon, authorises the Trea- ury to issue an order levying charges on importa emanating from the Free State in order to make good the losses in which the United Kingdom Public Revenue may be involved, owing to the Free State Government's failure to implement its obligations.
The duties will not be imposed on goods in transit via the Irish Free State..
